The Association for Positive Behavior Support is requesting proposals for a production company to develop and produce three brief (2-5 minute) videos depicting positive behavior support in action. These videos will help educators, families, and community members better understand Positive Behavior Support in settings that include: (1) home, (2) school or employment and (3) community. The videos should include diverse ages and populations.

Proposals must be submitted electronically to Gretchen Hess via email to gretchen.hess@apbs.org by 4:00 P.M. EST on Friday, February 2, 2018. The selected proposal will result in a one-time contract. The contract will start March 1, 2018 and run through December 31, 2018. Please note: As new questions are asked by parties interested in submitting a proposal for this RFP, we will add them to the ones already submitted that are published below.

  • Q1.

    "Are you looking for a script or detailed outline as part of the proposal or afterward? The RFP says a storyboard is required, but I would assume that you would want to have input in crafting the scope, content, and visuals for each module so I’m not sure how much detail to include in terms of script."

    We are not expecting scripts or storyboards to be part of the proposal. The storyboards and scripts will be developed in collaboration with the person assigned from APBS to oversee the project.

    "As part of the proposal are we to describe the precise location of the video shoots or will you want us to work with the you to shoot in a venue of your choosing? I ask because it has large implications for our budgeting if these shoots need to occur out of town."

    You are free to shoot the videos in any location. We will only be concerned that the video accurately and authentically depicts the intended scenario.

  • Q3.

    "I'm looking for some direction in terms of the RFP's requirement that we include a plan for filming all scenes. What exactly are you looking for in terms of this plan?"

    Please describe pre-production, production and post-production plans for developing all three video segments (home, school and community). We do not need specific details on what is included in each scene, as that will be decided after the contract is awarded. This requirement is meant to solicit information regarding how your production team will address the scope of the work.

    "You state that all video production applicants must have access to knowledgeable professionals in the field of Positive Behavior Support. Are you able to clarify specifically what sort of PBS professionals you'd like us to film? Also, can you provide guidance on how to find them, and how we might be able to persuade them to be a part of the project? Do you have a sample script that we can use to introduce them to this video project?"

    Having "access to knowledgeable professionals in the field of Positive Behavior Support" refers to having access to someone who can provide guidance as to what is and what is not acceptable content for the videos. This person or persons will serve as a resource to the video company as scenes are developed and filmed. "Having access..." does not refer to someone who will be filmed or will speak on camera about Positive Behavior Support.     "I would like to know if international production companies are eligible for this as my company is not based in the USA."

    An international company is eligible to apply for the RFP as APBS is an international organization. All applications should consider how they intend to address accessibility and diversity.

  • Q6.

    "Will APBS help target the 'real people' to be featured, or is this solely on the production company? Talent/real people can be coordinated by our production manager with no problem. However, if we are to source individuals in real settings - we usually use a research firm called Campos. They have a database of individuals willing to participate. They charge a fee, and they also 'pay' the volunteers with gift cards for their participation. If APBS has a database of volunteers we could tap into, the cost of 'talent' is eliminated. Can you clarify?"

    APBS does not have a pool of volunteers. To further clarify, please refer to item 1b of the RFP below:

    1. Produce three brief videos with a similar look. Each video should include a separate plan that addresses the following information:
      • a. Storyboards and scripts for each video;
      • b. Filming locations and potential participants, including the availability of previous Positive Behavior Support footage;
      • c. Actors’ and volunteers’ releases (APBS must own all materials); and
      • d. Plan for filming all scenes;
      • e. Editing procedures; and
      • f. The inclusion of closed captioning in English.

  • Q7.

    "Does APBS have relationships with schools/employers/community that will allow filming? Location and talent are the most expensive and hardest to estimate."

    Filming locations are the responsibility of the developer. Again, refer to item 1b above (A6).
